Observation system
Each query is a closed, traceable and reproducible unit of observation. The system is designed to operate recurrently on defined universes.
What is a query. An Observatory query consists of sending a homogeneous request to 100% of the municipalities in a defined universe, systematically recording responses and silences, and publishing the full dataset, methodology and results in an open repository with a permanent DOI. The system is recurrent: new queries can be applied to the same universe or to other territories.
Province of Seville · 106 municipalities · September–January 2025–2026
A homogeneous public information access request was sent to all 106 municipalities of the province of Seville. The observation criterion was strictly binary: presence or absence of an express response within the legal deadline of one month.
The result documents that administrative silence — non-compliance with the legal obligation to respond — is not an exception: it affects more than four in five municipalities in the universe analysed.

The observation system is designed to operate recurrently. The second query will be published when it meets the same methodological and traceability standards as the first.
