What is a query. An Observatory query consists of sending a homogeneous request to 100% of the municipalities in a defined universe, systematically recording responses and silences, and publishing the full dataset, methodology and results in an open repository with a permanent DOI. The system is recurrent: new queries can be applied to the same universe or to other territories.

A homogeneous public information access request was sent to all 106 municipalities of the province of Seville. The observation criterion was strictly binary: presence or absence of an express response within the legal deadline of one month.

The result documents that administrative silence — non-compliance with the legal obligation to respond — is not an exception: it affects more than four in five municipalities in the universe analysed.
