Spanish law (Law 19/2013) establishes a legal obligation to respond to public information requests within one month. Administrative silence — failure to respond — was the majority outcome in the empirical stress test conducted by the Observatory across all 106 municipalities of the province.
The project
The Seville Provincial Transparency Observatory is a systematic observation device for the real functioning of the right of access to public information at the municipal level. It operates through homogeneous requests to 100% of a defined universe, with full publication of datasets, methodology and reports in open repositories.
It is a project of the independent civic association Transparencia para la Ciudadanía (Transparency for Citizens), without partisan affiliation.
The primary source of all documentation is Zenodo, CERN's open-access repository, with a permanent DOI. All data is freely reusable.
